a little confused about nuclear testing?

So I was watching the news. They said north Korea sent out warnings for nuclear testing on the US. So does that mean we r the test subjects?? They also said they had enough material for 8 rockets

    From what I have learned the are firing rockets that are nuclear capable the distance that the US could be. Kind of like shooting a blank out of a weapon. It wont have a round in it. It is not believed that they have the capability to actually hit the US though and we do have counterbattery forces that would take the missle down moat likely over water if it were to get that close.
