im confused??

so i went to the doctor for my ultra sound. im 23 weeks and they tell me my baby girl head is 2 weeks behind. like im 23 weeks but her head is measuring up if i was 21 weeks.. so the doc said eat more protein.. but is that normal for a baby head to be small?

idk ive never heard of that. usually their head is bigger
