It doesn't matter. The only thing she would be able to do is keep a portion of security deposit. Just go about your business. Also, I found that she is required by law to keep a spare key for each unit. The security deposit protects against things like this. She can keep all of your deposit though for "subsequent rent" as returning the keys is you "giving up possession of the unit".
They take it out of your deposit. Don't give them an extra dime. Unless you burned the place down or did a lot of damage while living there, THIS is what the deposit is for.
That's ridiculous. As far as I know, every renter changes the locks after the tenant moves out. Or at least they should! You coulda made 100 copies of those keys and handed them out on the street corner. I've lived in 5 apts since moving out on my own and no one ever asked me for the keys back, so I just assumed they always change the locks. She sounds like she just wants to be a c*nt for no reason. Don't worry hun. She's an idiot.
@fate is absolutely right, that is what the deposit is for. If they want more money ask for an itemized statement showing where your deposit is being used. Sounds like they are bullying and scaring you for their benefit!
Honestly I wouldn't stress about it. She's trying to come up with any reason she can to screw you over, but it's not gonna work lol. She's probably regretting kicking you out because now the apt is empty and not making money.
