No don't put neosporine on it. Take him to his doctor. Depending on what they sayhthey will give him something to treat it effectivly. Its not his leg. Its his eyes!
Now if its not red puffy or oozing sometimes babies just make too much eye goup and in gets crusty and irritates the eye. Put a warm wash cloth on it for a minute or two to break down the goup and see if it helps.
My daughter had a blocked tear duct and her eye would run and b a lil crusty what u do is with clean hands take a warm rag wipe the eye and then massage the duct repeat it a few times a day

My baby had the same thing! Boil some water add some salt and let it cool! Wash babies eye with a bit of.cotton wool! Only use each piece once so u dont spread it if its infected! Also wipe the eye from the nose out! I did this for two days and his eye was completly better!!
