loosing plug while already dilated

So I lost my plug the first time.when I was 28esh weeks I was already dilating by then.
today I've been either loosing another plug or heavy discharge. Can a plug regenerate after your already dilated? I've been stuck at 4.5 for 3w

    Yep..i lost my plug at 33+4, then I started loosing pieces again at 37+3..im still loosing some n hoping my water will just break already!! Lol im 39+3 and 4cms now
