who has milk congestion? is it a baby? toddler? what?

if its an infant.. on formula you may need to switch to the soy based formula instead of the cows milk based formula.. my first had it and it stoped ones i switched him to soy.. if its a toddler you can slow the intake.. mabey therey just getting too much and.. for older kids .. its usually regular congestion and milk makes it worse.. so just yeild the dairy till it subsides
