High chair tutu

Has anyone done a high chair tutu for a girls birthday? I made one but I cant figure out how to make it stay up on the high hair tray.

Any ideas?
I am going to try velcro but idk if it will stick to the tule

I also had ribbon not tule. I would suggest velcro or some strong tape.
