How can I make my son cough

He's almost 20 months old. He keeps waking up breathing funny he sounds really congested in his chest. I cleaned out all the mucus in his nose but I can't do anything about his chest. I just put some chest rub on him but I don't know if that's going to help at all.

Maybe get a humidifier. My 18 month old always has a runny nose and congestion so he sleeps with his on every night
